1.5 lbs Ground Beef
1 large Onion

1 Green Bell Pepper
1 (15 ounce) can Diced Tomatoes
1 (15 ounce) can Tomato Sauce
1 (4 ounce) can Diced Green Chiles
1 packet Taco Seasoning
1/2 cup Water
1 tablespoon Olive Oil
Salt and Black Pepper
4 tablespoons Butter
4 tablespoons All-Purpose Flour
3 cups Milk
8 ounces Sharp Cheddar Cheese
4 ounces Monterey Jack Cheese
1/4 teaspoon Garlic Powder
1/4 teaspoon Onion Powder
Pinch of Cayenne Pepper
6 large Flour Tortillas
1 cup Cooked Rice
1/2 cup Sour Cream
1/4 cup Chopped Green Onions
2 tablespoons Chili Powder
1 tablespoon Ground Cumin
1 teaspoon Paprika
1 teaspoon Garlic Powder
1 teaspoon Onion Powder
1/2 teaspoon Dried Oregano
1/4 teaspoon Cayenne Pepper
1/4 teaspoon Black Pepper
1/2 teaspoon Salt
Instructions
- In a large skillet, heat olive oil over medium heat. Add the chopped onion, garlic, and green bell pepper. Sauté until softened.
- Add the ground beef to the skillet and cook until browned. Drain excess grease.
- Stir in diced tomatoes, tomato sauce, diced green chiles, taco seasoning, and water. Season with salt and black pepper. Simmer for about 15 minutes.
- In a separate saucepan, melt butter over medium heat. Whisk in flour to create a roux. Slowly add milk while whisking, until thickened.
- Stir in shredded cheddar and Monterey Jack cheese until melted. Add garlic powder, onion powder, cayenne pepper, salt, and black pepper to taste.
- Warm tortillas. Layer each with beef filling, cheese sauce, cooked rice, and optional toppings. Fold and roll burritos tightly.
- Serve with sour cream and chopped green onions on top.
