Combine in the slow cooker: Add the chopped cabbage, browned meat, sautéed onion and garlic, uncooked rice, diced tomatoes, tomato sauce, Worcestershire sauce, parsley, oregano, salt, and pepper. Stir gently to combine.
Add liquid: Add about 2 cups of water or broth to the mixture.
