Flour or corn tortillas

Instructions
Combine the flour and salt in a mixing bowl. Gradually add water until a dough forms. Knead for 5 minutes, then let rest for 15-20 minutes.
In a separate bowl, mix ground meat, green onions, garlic, and soy sauce until combined. Season to taste.
Divide dough into small balls, roll each into a thin circle, add filling, fold, and pinch edges to seal.
Heat oil in a skillet over medium heat and fry dumplings until golden brown. Add a splash of water, cover, and steam for about 5 minutes.
Remove dumplings, smash each with a spatula to flatten while retaining shape.
